With the changing conditions in the post-Cold War era and the acceleration of globalization, a process has occurred in which the effectiveness of identity and non-state actors has increased. This process, in which security threats have diversified, has rapidly transformed the global system through information technologies and communication. The aim of this study is to review, within the framework of the new security approach, the intelligence activities in the fight against terrorism, which rapidly adapts to new conditions in the expanding and deepening security environment with globalization. In this context, the theoretical framework of the study is based on approaches which emphasizes factors like identity and culture such as constructivism and Copenhagen School; the development of terrorism and intelligence activities have also been addressed within the framework of these new security studies. As a result, it was concluded that in the fight against terrorism, which effectiveness in the global system is increasing, intelligence services should shift their center of gravity from security intelligence to strategic intelligence activities, within the framework of the new security approach. These services should provide a strategic intelligence activity that prioritizes global connections, is compatible with information technologies and is based on identity.
