The study was prepared as a proposal for the introduction of a compulsory intelligence course in undergraduate programs such as public administration, political science and international relations in Türkiye. Before examining this proposal, answers were sought to the sub-problem sentences “What is the relationship between higher education and intelligence?” and “What is the place of intelligence in Turkish higher education?” The study was based on these problem sentences. In addition, it was discussed whether an intelligence course at the undergraduate level is necessary and if so, what its content should be. Document analysis method was used to examine documents such as articles, books, reports, lesson plans, thesis and interview texts. Based on the obtained data, a course plan and proposal called “Intelligence Studies” was prepared for the undergraduate level. The purpose, content, program outcomes and weekly course topics of the course were shown. It has been concluded that the addition of such a course to the curriculum will greatly contribute to the goal of establishing an intelligence community in Türkiye, will be complementary to intelligence education planning and will create social awareness against intelligence activities.
